On September 12 the Court decides Cooper v. Aaron, unanimously overturning a district court decision allowing the Little Rock school board to postpone desegregation until 1960 because of the threat of continued violence. In an opinion signed by all nine justices, Warren writes that governors and state legislators are bound by the Constitution to uphold Supreme Court decisions.
